They are not based on catalogue values but on current dealer and auction listings. The reason for this is that catalogues tend to over-value stamps.
They are average prices. The actual value of your stamp may be slightly above or below the listed value, depending on the overall condition of your stamp. Use these prices as a guide to determine the approximate value of your stamps.

FLAG
When Canada decided to adopt a distinctive national flag, a Senate and House of Commons Committee was set up to classify submitted designs. On October 29, 1964, the Committee unanimously voted for a single-leaf, red-and-white design, and on February 5, 1965, a flag-raising ceremony was held on Parliament Hill in Ottawa.
A FRESH DEFINITIVE
Designed by Gottschalk + Ash International of Toronto, the newly-designed definitive reflects the new domestic rate ($0.48) and features the Canadian flag flying in front of the Canada Post Head Office in Ottawa, Ontario. The stamps are available in booklets of ten (random cover images), or in three attached booklets of ten, which captures the complete cover image.
